The WWRPB Future Funding Gateway Evaluation workshops were convened to introduce and discuss the RIF future funding evaluation process and to reflect on the future of integrated community care in West Wales as the Regional Integration Fund (RIF) nears its end. FREQUENTLY ASKED QUESTIONS
This process is iterative and therefore may be updated as further detail emerges.
- The regional team: support project leads within county; arrange briefing sessions, workshops and drop-in support; collate and disseminate information (i.e. collating the feedback across all breakout groups and Gateway returns), prepare and disseminate materials for briefings, workshops and Gateway packs; facilitate panel assessments and support project leads and stakeholders through the process.
- Provide single point of access for all relevant information; definition of WG terms as understood in WW e.g. integrated, system, new, regional etc. single point of access for presentations, feedback, scoring rubric and information, including WG and regional definitions/glossary of terms (this webpage)
Most workshop responses were supportive of the graded approach therefore, this process has been adopted.
The self-assessed scores will be combined with the Regional Assessment Panel’s scores to arrive at the list of compliant projects for progression to Gateway 2; any changes to systems and processes should be sustainable and therefore; remain regardless of funding.
Any project considered unable to meet criteria at any Gateway stage, will be supported to comply, should further evidence of compliance be available and if not, to develop and implement an exit strategy by the end of the RIF, 31st March 2027.
On completion of assessment of alignment with WG criteria in Gateway 1, all information provided for following Gateways will be assessed prior to a recommendation for alignment with specific categories of funding i.e. mainstreaming or core;
A minimum font size of 12 should be used to complete the Gateway Template.
The assessment includes the project’s ability to match fund in line with IEG’s expectations, which will be circulated shortly;
The makeup of mainstreaming will be dependent on the final Regional Project Delivery Plan, aligned with guidance issued by WG
Component parts of regional projects will need to be reviewed on the relevant Gateway template and findings provided to regional leads for submission.
Securing a clear commitment of funding is dependent on the project meeting all Gateway requirements including alignment with ICCS, match funding, WG funding award and guidance when issued.
Cessation of delivery needs to be considered under the exit strategies for all current and future project proposals.
The Gateway completion timeline aligns with the timetable for partner’s 2026 budget setting processes; all component parts of regional projects need to be reviewed separately, then shared with regional leads to include in the regional submission.
A regional Benefits Realisation model will be developed.

Through development of a regional Benefits Realisation approach that will provide feedback as part of the process.
A copy of the RIF Investment plan will be circulated.
The agreed regional process is a regional Benefits Realisation Framework.
Clarity will be sought and fed-back
Measurements will be the same for all projects and based on a regional Benefits Realisation model.
A series of Benefits Realisation workshops will be arranged (based on current regional learning) to support benefits focussed reporting and will include an overview of regional Model of Care activity and capturing service impact, i.e. preventions.
- Gateway 3 is the assessment of individual project business cases against the regional criteria;
- Gateway 4 is the assessment of each project against the regional priorities to inform the Regional Project Delivery Plan, including decisions on deployment of WG funding when confirmed.
A risk register will be developed as part of the process following Gateway 1
Alignment with procurement timelines is the responsibility of the project lead.
HDdUHB match funding is currently and will be expected for any HDdUHB post included in a project proposal
