The purpose of this review document is to consider aspects of the MSR that require updating in the light of developments since the 2022 publication. It does not supersede the MSR, rather it is an addendum to supplement the original document, which can be found here. This review document reflects on recommendations, changes to the context, progress and achievements and confirms ambitions. The document will be updated periodically, to enable active market shaping, risk mitigation and to ensure continued sufficiency of supply in meeting demand.
