Housing with Care Fund (HCF) – Objective 3 Funding

About the Housing with Care Fund
The Housing with Care Fund (HCF) is a Welsh Government capital programme to support independent living in the community for people with care and support needs, and to provide intermediate care settings in the community so that people who need care, support and rehabilitation can return to living independently or maintain their existing independence. Objective 3 provides small‑scale capital funding for high‑impact local projects. Minor projects can have a significant and disproportionately beneficial impact compared with their cost. The use of funding for Objective 3 projects is at the discretion of the RPB, so long as funded projects can be shown to contribute directly to achieving the HCF aims and objectives.
HCF specific indicators
· number of older people and people with disabilities who are able to live independently for longer
· number of children with higher needs accommodated closer to home
· number of carers who can access respite for themselves or the people they care for
· number of people requiring reablement, rehabilitation or who are learning to live independently who can access suitable accommodation in the community
What Can Objective 3 Funding Be Used For?
· Repairs, refurbishments or improvements to housing with care or intermediate care settings
· Equipment or adaptations to existing homes not supported by other Welsh Government grants
· Small‑scale community or third‑sector led capital projects
· Digital aids, monitoring and assistive technologies
What is not eligible
· Purchase of vehicles
· IT equipment and infrastructure
· Ongoing revenue costs
· Using the funds to substitute or administer another grant by a third party
Who Can Apply?
Organisations operating in Carmarthenshire, Ceredigion and Pembrokeshire, including Local Authorities, Health Boards, Registered Social Landlords and Third Sector organisations.

This mailbox is regularly monitored and we will look at your request within 5 working days. Closing date for applications will be 06th April 2026 You will be notified of any award after a WWRPB Panel in May 2026 and at the earliest possible time allowable.
The WWRPB Capital PMO team hold the right to request additional information to support the application or claim process.
A waiting list will be created from eligible but unsuccessful applications should funds not be fully committed. In the event applications are withdrawn, the grant may reopen for applications in October 2027.
